Alan,
I have just checked both Celestrak and Space-Track and they are both
showing Object 31132 as CP4. That's not to say the elements have not been
assigned correctly to their respective objects.
Recent work with Cute1.7 + APDII and IO-26 suggests you have to be careful
at times, as objects do get "swapped" from time to time.
There were a swag of Cubesats on that launch.
