It's not proposed legislation...  an experimental license was granted to a 
commercial satellite builder to operate a downlink on 145.825, in violation of 
97.3(a)(4).  Due to launch delays, the license has expired, but the company has 
filed an application for an STA to extend the term of the license another 6
