Yes, the ICOM IC-821 will do sub-audible tone when transmitting in satellite mode.  I use it for SO-50.  

I think the trick is to program the tone in a satellite memory, then recall that memory channel before letting SatPC32 control the transmit and receive frequencies.  

Selecting the tone frequency and enabling the tone can't be done via CAT CI-V commands on the IC-821.
