[amsat-bb] Activation of transponder on EO-79

Nothing heard from the transponder at 1505Z in EL88. 1200 baud BPSK was
active.

Hi Fabiano,

I am not directly involved with the operations this weekend, but I
understand that the VKI command station was planning to enable the
transponder on this last pass so if you are not hearing it then maybe they
have some technical problems.
