[amsat-bb] HF Satellite Transponder

Sure, the IARU bandplans only have satellite uplinks or downlinks at those
frequencies, but the ITU Radio Regulations allocate portions of 40m and
20m, as well as the entirety of 17m, 15m, 12m, and 10m to the Amateur
Satellite Service.

A 15m or 12m uplink is perfectly legal.
