[amsat-bb] NO-84

No-84 is a unique bird.
If everyone is listening you will hear NOTHING on the FM downlink.

For the downlink transmitter to come on it must hear the 10 Meter PSK-31 
tones.
Once it hears them then the transmitter comes on. Once the tones are 
gone there is like  10 second hang time like a regular FM repeater then 
the transmitter shuts down.

To hear anything someone HAS to be transmitting.

as far as bad timing, just keep listening the passes slowly rotate timewise.
