[amsat-bb] Wisp Compression Program

Have not seen that error message, but I've only tried to upload small text
files.

On page-7 of the "AMSAT-2005-WISP-guide.pdf", it appears that you can
control when (or if) PKZIP is called for.   There is an option to set that
to "None", or you could make the auto-compress threshold larger.  However,
at least from my location, I think only small messages will upload/download.
