[amsat-bb] JY1-sat dashboard

Final thought on this,
     JY1SAT dashboard is broke, I started it and the Funcube dashboard 
together and at the end of the pass the two were within one decode of 
each other, I let them idle until the next pass and at the end of that 
next pass FC 220 JY1 139 decodes.

    It's not a signal issue as the signal is booming in and they are 
both using the same dongle, my guess would be that that it never gives 
up looking for the signal in the last place it saw it, so the sat has to 
doppler down close enough to that point for it to pick it up again.

   A video of how JY1 sits there and ignores the signal is in the link

For now I will just not run the  JY1 dashboard for telemetry gathering.
