[amsat-bb] foxtlem help

​The FoxTelem.exe file is a launcher that starts the java application.  The
launcher is 32 bit.  It will run fine on 64 bit windows, but as ​KC pointed
out, it looks for 32 bit java.  One day I will write a 64 bit launcher
perhaps, but then we will have two launchers and people will have to
know/remember which one to run.  So we exchange one problem for another.
