Clayton,
There are currently two versions of 12.8d on the download page. The second has the name satpcsetup_a_128d_991.ZIP. I downloaded that, and on the radio setup page, there is a "Yaesu II" selection along with the regular Yaesu, Icom, and Kenwood. Selecting that, and the FT-991 comes up.
