It appears the server is now redirecting all queries to https:
$ wget http://www.amsat.org/amsat/ftp/keps/current/nasabare.txt
--2019-03-15 11:59:42--
http://www.amsat.org/amsat/ftp/keps/current/nasabare.txt
Resolving www.amsat.org (www.amsat.org)... 67.227.252.196
Connecting to www.amsat.org (www.amsat.org)|67.227.252.196|:80... connected.
HTTP request sent, awaiting response... 301 Moved Permanently
Location: https://www.amsat.org/amsat/ftp/keps/current/nasabare.txt [following]
I have informed our IT volunteers to check into whether a setting has
been changed that now prevents http connections.
Longer term, SatPC32 will need to be upgraded to support https
connections as unencrypted http connections are being phased out.
