[amsat-bb] SatPC32 Kep Update Failure

It appears the server is now redirecting all queries to https:

I have informed our IT volunteers to check into whether a setting has
been changed that now prevents http connections.

Longer term, SatPC32 will need to be upgraded to support https
connections as unencrypted http connections are being phased out.
