[amsat-bb] SatPC32 Kep Update Failure

Thanks for getting this looked into Paul, while HTTPs for the website
is a fantastic idea, probably isn't needed for TLEs and also will no
doubt break quite a few applications like AMSATDroid.

Hopefully, it will be back to normal soon!
