[amsat-bb] SatPC32 and windows 10

I was successfully using Windows 7 to run SatPC32 and suffered a 
catastrophic failure of
the computer so I had to replace it.

I replaced it with a used Windows 10 computer.

I can install SatPC32 and get it set up, as best as i remember how to do.
Things seem to be working except for the doppler tracking of the CAT 
control.
I know SatPC is talking to my TS-2000 because it goes into satellite 
mode when I
start SatPC.  Also, I can click on the CW tab and it changes to CW and 
back when
I deselect it.  But no doppler tracking control.

I'm at a loss as what to do at this point.
