[amsat-bb] Tuning HuskySat-1 telemetry signal

I'm finding the opposite of Mark.  Costas works much better for me than Dot
Product on FoxTelem when using a FunCubeDongle Pro Plus and IQ input.  Yes,
the DP "eye" looks more like a triangle, and for Costas it is closer to
what you see on the FM satellites, but not exactly.
