[amsat-bb] Satpc32 and ICOM 9700

John brings up a very good point about not allowing the USB ports to
sleep. Another consideration---with all the various dongles, SDR, and
such I have gone to using external powered USB ports whenever possible.
Much less problems with those (as compared to internal ports).
