[amsat-bb] Uplink Doppler Changes For FM Satellites

The AFC was discussed in the past.

Best point made IMHO that you should compensate for Doppler is that if a
lot of people are uplinking, the receiver at bird is going to be more
likely to receive properly compensated signals.
