[amsat-bb] AO-92: Lack of beacon

I guess I should’ve follow-up on that posting as I read and understand one battery cell is failing .

The question is why not treat similar to AO-95 with beacon active while permanently in Safe Mode, to minimize stress on the remaining good cells .
