[amsat-bb] Gpredict "Transponder" database update for ISS?

The version of Gpredict (1.3_465) is the latest that was offered with
this distro. There appear to be several bugs involved here. I haven't
tried force-loading a newer version, or building from source, but
generally when things are this far out of date, that process doesn't end
well.
I did the manual update on the file, and that seems to be working, so
I'm good for now. At some point I will need to rebuild the entire
system. That may be my winter's project...
