[sarex] Mir SSTV ID problem

The ID only, with out picture, is caused by the power setting switch of the
codec.

The ID module has a ON / OFF switch.
The Video Codec / Display  has an ON / OFF switch.
The Kenwood TM-V7A has an ON  / OFF switch.

If the Kewnood and ID module are ON and the Codec/Display is OFF
then the crew will see a black display , but the ID module will still transmit
a CW id every 2 minutes.
