[sarex] ISS packet/voice tips

Hi all:

As you may have seen, the ISS 2-meter packet station is back on the air.
It was activated earlier this weekend.

For tips and information about ISS amateur radio operations
I have put together a few pages of tips on the MAREX web page.

Iss is still using the packet call sign "nocall"
