[amsat-bb] Satpc32 and ICOM 9700

That has nothing to do with SatPC32 but is a problem of the USB port, I 
think. I noticed the same sometimes. Here it helps to unplug the USB 
cable from the PC and to plug it in again. With CAT control via the CI-V 
connector of the IC-9700 you would not have the problem.
