One more thing I forgot to add, which I think is relevant.
Doppler shift is a big problem. The only way to overcome this 
is with a pretty wide range of frequncies on a given bird, where
the ground station compensates. Something else that might work
is spread spectrum, using a wide range of frequencies, but only 
a small amount at a time, for shift above and below the IF. Still
requires alot of bandwidth, either way. And data packets are fat
to begin with. The faster, the fatter. Think about it.
